Something I've been thinking is what if (now that Lee is out of the equation), Barbara somewhat survives, gets sane (shock therapy lol) with selective amnesia or something and ends with Gordon, going back to the "canon" Barbara Kean... ... 11

Nope. Still don't like it. Yes, both are blonde and "crazy", but even that's just too flimsy for me to see her as Harley. Just kill her and leave her dead, or have her reform and get back together with Jim long enough so we can finally get a prelude to Barbara Gordon. ... 40
What makes sense to me is we will see the girl Bruce saves again at some point but not acting like the crazy Harley Quinn but as a normal girl that as she grows up in Gotham and how she decided she wanted to become a shrink for the criminals and maybe even seeing some small hints on how someone like the Joker would of been able to be seduced by him. Maybe we find out that one of the parents that Bruce saved works for Wayne Enterprises and the girls name is Harley.
As for Barbara I think she is alive but in a twist the electricity shocking her made her sane again, sort of like electro shock treatment and may lead to Barbara and Jim getting back together.

I believe Harlene might even give "Mr. J" his name. Jerome/Herlene will be the Bonnie and Clyde of the next season. And i think Gotham will pull that off way better than suicide squad did. ...
Sometimes i don't get directors. You can clearly see the majority doesn't like Barbara as Harley, yet it seems they still going for it ... 1
As for Harley directly, if anything, perhaps they had planned to slip Harley into the episode but decided to cut it as it didn't fit the flow of the finale very well (there was nothing to do with Joker during it, so pushing her in would have been very out of place and jarring). My money is on she didn't make the episode at all. ... 1

Because they way I see it, they are introducing the concept of harley quinn, without introducing her,
examples
1. Psycho Lee showed Harley's obsession or romantic crazy love.
2. Barbara showed Harley's psychotic nature. ...
I get that Heller and Co already wrekt Babs native back story just like they have butchered so much of the lore and mythos. But Babs was already an existing character with a pretty fucking important role in being the mother of Batgirl, who technically should have already been born within the gotham-verse.
Another key point again relates to age. Contrast Babs to Jerome. Thats kind of a reversal of the native lore regarding the Joker and Harley with Mr J being clearly much older than Harley. If it were babs, she would basically be a cougar lusting after someone who would technically be considered jailbait. Of course that can be worked out but that is REALLY off. Again not out of character for Heller and Co. but still.
The last major point is that for all the butchery Heller and Co have comitted when they DO reveals of things they have been working toward, they have typically been MUCH more subtle than something so ham fisted.
Honestly if it were anyone I would think it would have to be the girl with her family that Bruce saves at the end. Her name is Meggie Vilcina. She has a few minor credits, but the interesting thing is her demo reel at IMDB shows her in martial arts training, which likely would be something of importance to a potential HQ.
If nothing else she is age appropriate for the role. Look at the cast and their roles. Richards age is on par with McKenzie. Now flash them forward to the point when Bruce would "be" batman, which would be at least another 10-20 years. That puts McKenzie at a somewhat appropriate age of 50-60, Richards would be 40-50. Now compare that to Monaghan now 23 that would move him to 30-40 age range. Does it make sense to pair him with a non acrobatic actress who would be portraying a 40-50 year old? Look at the jump they did with Ivy. They did bump her age up a little, but they made sure to only do it a little bit because of the same factor. These characters have to mesh up with who Bruce would be interacting with at the time he becomes batman and having it as Richards would put her WELL outside of Bruces age range. However They likely grooming Vilcina now. Shes had a few minor roles, her resume puts her at 11-14 age range, and indicates she studies Kung Fu.Portray that same 10-20 year jump that puts a hypothetical HQ at 25-35, which is absolutely perfect age range for a character to have went to school, become a shrink,and connect the dots to the role, and even meshes fairly nicely to pair her with Ivy later on.
So yeah I really DONT think its Richards. What I think they are doing with Richards is intentionally laying her out as a misdirection ploy to keep people looking that deep into it. Richards can very well still have a "transformation". You could hypothetically even speculate that the transformation makes her believe she is another person and that person is Harley. However what REALLY needs to happen is she needs to get back on track with her existing lore and become the Barbara that ends up marrying gordon and producing Batgirl who, as I already pointed out, should have already been born in universe by now, BUT its still within the realm of possibility if they hurry up with it. The longer they drag it out, the harder that becomes to cobble back into something even remotely feasible.
Just my own speculation. take it for what its worth. ...

believe Barbara is still alive however.
